一、項(xiàng)目背景
I. Background
information
為貫徹落實(shí)習(xí)近平總書記對(duì)重慶提出的“兩點(diǎn)”定位、“兩地”“兩高”目標(biāo)，全力打造重慶旅游業(yè)發(fā)展升級(jí)版，建設(shè)世界知名旅游目的地，全面提升重慶城市建設(shè)品質(zhì)和內(nèi)涵，建設(shè)世界旅游名城，開發(fā)世界級(jí)旅游精品，以重慶市游樂園207畝（約13.8公頃）項(xiàng)目為載體，按照“可體驗(yàn)、地標(biāo)性、景區(qū)化”和“世界眼光、高點(diǎn)定位、融合發(fā)展、商業(yè)邏輯、美學(xué)表達(dá)”的理念，對(duì)地塊的整體功能策劃和概念性規(guī)劃設(shè)計(jì)進(jìn)行國(guó)際方案征集。
In
order to achieve the "two points", "two places" and
"two high" goal proposed to Chongqing by general secretary Xi Jinping,
strive to build an upgraded version of Chongqing's tourism industry, turn
Chongqing into a world-famous tourist destination, enhance the quality and
content of Chongqing's urban construction, build a world-famous tourist city,
and develop world-class tourism products, the overall functional and conceptual
planning and design for the proposed 207-mu(about 13.8 hectares) Chongqing amusement park are hereby solicited through
international consultancy, which are expressive of the idea of experiencing,
land-marking and landscaping as well as incorporating the world vision,
high-end orientation, integrated development, commercial logic and aesthetic
expression.

本次征集活動(dòng)對(duì)重慶市游樂園進(jìn)行全面提檔升級(jí)改造，堅(jiān)持新發(fā)展理念，尊重城市發(fā)展規(guī)律，優(yōu)化空間布局，完善功能配套，彰顯山水之城、美麗之地的獨(dú)特魅力，與“兩江四岸”風(fēng)貌有機(jī)融合，形成服務(wù)于市民和游客的高品質(zhì)體驗(yàn)業(yè)態(tài)聚集區(qū)，構(gòu)建涵蓋游樂、觀光、休閑、商業(yè)、藝術(shù)等多功能城市業(yè)態(tài)體系，打造城市級(jí)地標(biāo)項(xiàng)目，助力重慶文旅產(chǎn)業(yè)實(shí)現(xiàn)跨越升級(jí)。
This
solicitation serves the purpose of comprehensively upgrading and renovating
Chongqing amusement park by following the new development concept, respecting
the law of urban development, optimizing the spatial programing, improving its
supporting functions, highlighting the unique charm of the city of mountains
and rivers and beautiful land, organically integrating the "two rivers,
four banks" style, forming a high-quality experience business gathering
area serving the residents and tourists, constructing a recreational and
sightseeing area that covers both entertainment and sightseeing, constructing
the multi-functional urban business system of leisure, commerce, art, etc.,
creating a city-level landmark, and helping upgrade Chongqing's cultural and
tourism industry in a leap-forward manner.

本次應(yīng)征包含重慶市游樂園項(xiàng)目紅線范圍內(nèi)207畝（約13.8公頃）項(xiàng)目總體策劃規(guī)劃咨詢，滿足相關(guān)法律法規(guī)要求的207畝（約13.8公頃）范圍內(nèi)項(xiàng)目策劃、概念性規(guī)劃。并對(duì)重慶市游樂園項(xiàng)目中策劃和規(guī)劃的文化旅游、藝術(shù)商業(yè)等產(chǎn)業(yè)進(jìn)行全維度定位和落地性導(dǎo)入，鼓勵(lì)應(yīng)征申請(qǐng)人帶業(yè)態(tài)資源加入征集方案。
The
current solicitation includes the consultancy on the overall planning and
programing of the 207-mu (about 13.8 hectares)project within the red line of
the project of Chongqing amusement park, and the project and conceptual
planning within the 207-mu (about 13.8 hectares)area that meet the requirements of relevant laws and
regulations. It shall incorporate full-dimension cultural tourism, arts,
commerce and other industries planned for the project the applicants are
encouraged to include business resources in their proposed schemes.

六、應(yīng)征申請(qǐng)人資格條件
VI. Qualifications
of applicants
1、應(yīng)征申請(qǐng)人須滿足以下1.1或1.2資質(zhì)要求：
1.
Applicants must meet the following requirements for qualification set forth in
Sections 1.1 or 1.2 below:
1.1 中華人民共和國(guó)境內(nèi)的應(yīng)征申請(qǐng)人具有建設(shè)行政主管部門頒發(fā)的城鄉(xiāng)規(guī)劃編制甲級(jí)資質(zhì)。

Applicants inside the people's Republic of China shall have the Level A
qualifications for urban and rural planning certified by the construction
administrating agency.
1.2中華人民共和國(guó)境外（含港澳臺(tái)）的應(yīng)征申請(qǐng)人須具有所在國(guó)（或所在地區(qū)）政府主管部門核發(fā)的企業(yè)注冊(cè)登記證明，具有所在國(guó)（或所在地區(qū)）政府主管部門或者有關(guān)行業(yè)組織核發(fā)的設(shè)計(jì)許可證明，境外（含港澳臺(tái)）的應(yīng)征申請(qǐng)人須在中國(guó)境內(nèi)具有常駐機(jī)構(gòu)。

Applicants outside the people's Republic of China (including Hong Kong, Macao
and Taiwan) shall have the enterprise registration certificate issued by the
competent government department of the host country (or region), the design
license certificate issued by the competent government agency of the host
country (or region) or the relevant industrial organization, and overseas
applicants (including Hong Kong, Macao and Taiwan) shall have a permanent
office in China.
2、應(yīng)征申請(qǐng)人在業(yè)績(jī)、人員等方面具有承擔(dān)本項(xiàng)目的能力，具體要求見完整版的公開征集公告和公開征集文件。
2、Applicants should
have the ability to undertake the project in terms of performance, personnel,
etc. Refer to the full version of the public solicitation and solicitation
document for details.
注： 1）本項(xiàng)目接受聯(lián)合體應(yīng)征，聯(lián)合體成員不得超過三家。2）本項(xiàng)目不接受以個(gè)人名義應(yīng)征。
Note: 1) Application
for the project by a consortium is acceptable. The number of members of the
consortium shall not exceed three. 2) Application by individuals is not
accepted for this project.
七、征集程序

本次征集工作分為兩個(gè)階段進(jìn)行：第一階段報(bào)名、資格及商務(wù)評(píng)審階段（2020.12.30-2021.1.18）；第二階段方案評(píng)審及評(píng)獎(jiǎng)階段（2021.1.23-2021.3.31）。
The
work on solicitation is divided into two phases: the first phase of work
includes registration, qualification and business evaluation（December 30, 2020 to January 18, 2021）; the second phase of work includes scheme evaluation and award
evaluation（January 23,2021 to March 31, 2021）.

八、征集獎(jiǎng)金
VIII. Solicitation prizes
第一名獲獎(jiǎng)人獲得設(shè)計(jì)費(fèi)人民幣400萬元；第二名獲獎(jiǎng)人獲得設(shè)計(jì)補(bǔ)償費(fèi)人民幣100萬元；第三名獲獎(jiǎng)人獲得設(shè)計(jì)補(bǔ)償費(fèi)人民幣60萬元。設(shè)計(jì)費(fèi)、設(shè)計(jì)補(bǔ)償費(fèi)的具體構(gòu)成見公開征集文件。
The
first-prize winner will receive RMB 4,000,000 as the design fee; the
second-prize winner RMB 1,000,000 as design compensation, and the third-prize
winner RMB 600,000 as design compensation. See the solicitation document for
the composition of the design compensation.
九、語言
IX. Language
本次征集為中英文對(duì)照說明，英文說明僅供參考。參與本項(xiàng)目的應(yīng)征申請(qǐng)人有義務(wù)在拿到公開征集文件及相關(guān)資料后自行再次對(duì)中文說明進(jìn)行翻譯，項(xiàng)目業(yè)主不承擔(dān)因?yàn)樵挤g偏差帶來的后續(xù)風(fēng)險(xiǎn)。本項(xiàng)目最終解釋語言以中文為準(zhǔn)。
The solicitation shall be made bilingually in Chinese and
English. The English version is for reference only. Applicants participating in
the project are obliged to translate the obtained solicitation document and
related information into English. The project owner will not bear the
subsequent risks caused by the deviation in meaning of the translation from the
original text. The final interpretation language for this project is Chinese.
